విదేశాల్లో నివసిస్తున్న భారతీయులను ప్రవాస భారతీయులు అని అంటారు. ఇంగ్లీషులో నాన్-రెసిడెంట్ ఇండియన్స్ (ఎన్ఆర్ఐ) అనీ లేదా పర్సన్స్ ఆఫ్ ఇండియన్ ఆరిజిన్ (పిఐఓ) అనీ పిలుస్తారు. వారు రిపబ్లిక్ ఆఫ్ ఇండియా వెలుపల నివసించే భారతీయ సంతతికి చెందిన లేదా భారతీయ మూలాలున్న వ్యక్తులు. విదేశాంగ మంత్రిత్వ శాఖ నివేదిక ప్రకారం, 3.2 కోట్ల ప్రవాస భారతీయులు ఉన్నారు. [1] ప్రపంచవ్యాప్తంగా ఉన్న వలస జనాభాలో 5.5 కోట్ల మందితో భారతీయ మూలాలున్నవారే అత్యధికులు. [2]

ప్రవాస భారతీయుల్లో రకాలు[మార్చు]

చట్తపరంగా ప్రవాసుల్లో మూడు రకాల ప్రజలున్నారు:

  1. ఎన్‌ఆర్‌ఐ. ఇది ఆదాయపన్నుకు సంబంధించిన వర్గీకరణ. ఈ చట్టం ప్రకారం ఏ ఆర్థిక సంవత్సరంలోనైనా 182 కంటే తక్కువ రోజులు గానీ, నాలుగేళ్ళలో 365 రోజులూ అందులో ప్రస్తుత ఆర్థిక సంవత్సరంలో 60 రోజులూ భారతదేశంలో నివసించి ఉండకపోతే ఆ ఆర్థిక సంవత్సరానికి ఆ వ్యక్తి ఎన్‌ఆర్‌ఐగా పరిహణిస్తారు. నివాస భారతీయులకు, ప్రవాస భారతీయులకూ వేర్వేరు ఆదాయపన్ను రేట్లుంటాయి.
  2. భారత సంతతి వ్యక్తి/భారత మూలాలున్న వ్యక్తి (పర్సన్ ఆఫ్ ఇండియన్ ఆరిజిన్): విదేశీ పౌరుడు ( పాకిస్తాన్, ఆఫ్ఘనిస్తాన్, బంగ్లాదేశ్, చైనా, ఇరాన్, భూటాన్, శ్రీలంక, నేపాల్ జాతీయులు తప్ప) కింది అంశాలుంటే:
    1. గతంలో ఎప్పుడైనా భారత పాస్‌పోర్టు ఉండి ఉంటే
    2. తల్లిదండ్రులు గానీ, తాతయ్యలు గానీ భారతదేశంలో పుట్టి ఇక్కడే శాశ్వత నివాసులై ఉండాలి. పైగా వాళ్ళు పైన చూపిన దేశాల పౌరులై ఉండకూడదు.
    3. భారతీయ పౌరుడు/పౌరురాలికి గాని, పిఐఓకు గానీ జీవిత భాగస్వామి అయి ఉంటే
  3. ఓవర్సీస్ సిటిజెన్‌షిప్ ఆఫ్ ఇండియా (ఒసిఐ): ఇది దీర్ఘ కాలిక వీసా లాంటిది. భారత రాజ్యాంగం ద్వంద్వ పౌరసత్వానికి అంగీకరించదు. ఈ కార్డు ద్వారా కొన్ని ప్రత్యేక హక్కులను పొందవచ్చు.
