వాడుకరులందరూ అనుసరించి తీరాల్సిన విధానాన్ని ఇది వివరిస్తుంది. దీనిలో మార్పులేమైనా చెయ్యాలంటే, వాటికి విస్తృత ఆమోదం (కన్సెన్సస్) ఆవశ్యకం.
