Adds a nifty info bar across the top of userpages (or talk pages if used there).

By default this template displays a link to soxred93's Tool, and another link to mathbot's edit summary usage tool. You can add a "purge server cache" link by passing purge = yes (any other value for purge is ignored, and yes is case sensitive).
The position parameter can be used to change the location that the links appear at. Larger values here move the links farther to the left, while smaller values move the links farther to the right. The default value is 5, while using 0 will cause the links to appear all the way to the right of the page. The values for this parameter are in em's.
