కులభూషణ్ సుధీర్ జాదవ్ ( కులభూషణ్ యాదవ్ అని కూడా పిలుస్తారు , ఆరోపించిన అలియాస్ హుస్సేన్ ముబారక్ పటేల్ ) [5][6][7] (జననం 16 ఏప్రిల్ 1970) ఒక భారతీయ జాతీయుడు. పాకిస్థాన్‌లోని బలూచిస్థాన్‌లో ఉగ్రవాదం , భారత నిఘా సంస్థ రీసెర్చ్ అండ్ అనాలిసిస్ వింగ్ కోసం గూఢచర్యం ఆరోపణలపై అతన్ని అరెస్టు చేసినట్లు పాక్ ప్రభుత్వం ఆరోపించింది.[8][9]10 ఏప్రిల్ 2017న, భారత విదేశాంగ మంత్రిత్వ శాఖ అతను "గత సంవత్సరం ఇరాన్ నుండి కిడ్నాప్ చేయబడ్డాడు , పాకిస్తాన్‌లో అతని ఉనికిని ఎన్నడూ విశ్వసనీయంగా వివరించలేదు" అని ఆరోపించింది.[10]

అతను భారత నావికాదళంలో కమాండర్‌గా పనిచేశాడని , అతను పాకిస్తాన్ లోపల విధ్వంసక కార్యకలాపాలకు పాల్పడ్డాడని , బలూచిస్తాన్‌లో కౌంటర్ ఇంటెలిజెన్స్ ఆపరేషన్‌లో 3 మార్చి 2016న అరెస్టయ్యాడని పాకిస్తాన్ ప్రభుత్వం పేర్కొంది.[11][12]  భారత ప్రభుత్వం జాదవ్‌ను మాజీ నావికాదళ అధికారిగా గుర్తించింది, కానీ అతనితో ప్రస్తుత సంబంధాలను తిరస్కరించింది , అతను అకాల పదవీ విరమణ తీసుకున్నట్లు పేర్కొంది.[13][14][15]

10 ఏప్రిల్ 2017న పాకిస్తాన్‌లోని ఫీల్డ్ జనరల్ కోర్ట్ మార్షల్ జాదవ్‌కు మరణశిక్ష విధించింది.[16][17]  18 మే 2017న, ఈ కేసుపై తుది తీర్పు వెలువడే వరకు అంతర్జాతీయ న్యాయస్థానం ఉరిశిక్షను నిలిపివేసింది.[18][19]  17 జూలై 2019న, జాదవ్ విడుదల కోసం భారతదేశం చేసిన విజ్ఞప్తిని కోర్టు తిరస్కరించింది , ఉరిశిక్షను నిలిపివేయవలసిందిగా పాకిస్తాన్‌ను ఆదేశించింది. కులభూషణ్ జాదవ్‌కు సంబంధించిన మొత్తం విచారణ , శిక్ష ప్రక్రియను పాకిస్తాన్ సమీక్షించాలని , భారతదేశానికి కాన్సులర్ యాక్సెస్‌ను అందించాలని తీర్పు చెప్పింది.[20] పాకిస్తాన్ ఒకసారి భారతదేశానికి కాన్సులర్ యాక్సెస్‌ను మంజూరు చేసింది. అయితే తదుపరి అభ్యర్థనలు బ్లాక్ చేయబడ్డాయి.[21]

జాదవ్ మహారాష్ట్రలోని సాంగ్లీలో ఒక మరాఠీ కుటుంబంలో 1970 ఏప్రిల్ 16న సుధీర్ , అవంతి జాదవ్ దంపతులకు జన్మించాడు..[4][22] [23]అతని తండ్రి రిటైర్డ్ ముంబై పోలీసు అధికారి.[24][25]

జాదవ్‌కు వివాహమై ఇద్దరు పిల్లలు ఉన్నారు.[26]  అతని కుటుంబం ముంబైలోని పోవైలో నివసిస్తుంది.[27][28]  పాకిస్తానీ మీడియాలో వచ్చిన నివేదికల ప్రకారం, జాదవ్ 1987లో ఇండియన్ నేషనల్ డిఫెన్స్ అకాడమీలో చేరారు ,1991 లో ఇండియన్ నేవీ ఇంజనీరింగ్ శాఖలో నియమించబడ్డారు.[29]

2001 భారత పార్లమెంటుపై దాడి తర్వాత అతను భారతదేశంలో సమాచారం , గూఢచారాన్ని సేకరించడం ప్రారంభించాడని పాకిస్తాన్ మీడియా కూడా నివేదించింది.14 సంవత్సరాల సేవ తర్వాత, అతను 2003లో ఇంటెలిజెన్స్ కార్యకలాపాలలోకి ప్రవేశించాడు , ఇరాన్‌లోని చబహర్‌లో ఒక చిన్న వ్యాపారాన్ని స్థాపించాడు, అక్కడ నుండి అతను కరాచీ , బలూచిస్తాన్‌లకు అనేక గుర్తించబడని సందర్శనలు చేసాడు.[30][31][32]

అరెస్టు[మార్చు]

పాకిస్తాన్ ప్రభుత్వం ప్రకారం, 3 మార్చి 2016న, చమన్ సరిహద్దు ప్రాంతానికి సమీపంలోని మష్కెల్‌లో జాదవ్‌ను బలూచిస్థాన్‌లో అరెస్టు చేశారు. భద్రతా బలగాలు నిర్వహించిన కౌంటర్ ఇంటెలిజెన్స్ రైడ్‌లో అతన్ని అరెస్టు చేశారు.[33] [34]భారతదేశం వాదనను తిరస్కరించింది , అతను ఇరాన్ నుండి అపహరించబడ్డాడని పేర్కొంది.

పాకిస్తానీ భద్రతా దళాలు జాదవ్‌ను భారత నౌకాదళంలో పనిచేస్తున్న అధికారిగా నివేదించాయి, అతను భారతదేశం బాహ్య గూఢచార సంస్థ అయిన రీసెర్చ్ అండ్ అనాలిసిస్ వింగ్ (RAW)కి నియమించబడ్డాడని పేర్కొంది. అతను బలూచిస్తాన్ , కరాచీలో విధ్వంసక కార్యకలాపాలకు పాల్పడినట్లు వారు నమ్మారు.  విచారణ కోసం జాదవ్ త్వరలో ఇస్లామాబాద్‌కు మార్చబడ్డాడు. భారతీయ మూలాల ప్రకారం, జాదవ్‌ను ఇరాన్‌లోని సర్బాజ్ సిటీ నుండి జైష్ ఉల్-అద్ల్‌కు చెందిన ముల్లా ఒమర్ ఇరానీ కిడ్నాప్ చేసాడు , తరువాత జాదవ్‌ను పాకిస్తాన్ సైన్యానికి అప్పగించాడు .[35]

భారత ప్రభుత్వ స్పందన[మార్చు]

జాదవ్ భారత నావికాదళ అధికారి అని, అయితే అతను అకాల పదవీ విరమణ చేశాడని, పదవీ విరమణ చేసినప్పటి నుంచి ఆయనకు ప్రభుత్వంతో ఎలాంటి సంబంధం లేదని భారత విదేశాంగ మంత్రిత్వ శాఖ పేర్కొంది.[36] భారత హైకమిషన్ కూడా జాదవ్‌కు కాన్సులర్ యాక్సెస్‌ను కోరింది, అయితే పాకిస్తాన్ దానికి అంగీకరించలేదు.[37]  భారతదేశంలోని పాకిస్తాన్ దౌత్యవేత్త భద్రతకు సంబంధించిన కేసుల సమయంలో కాన్సులర్ యాక్సెస్ స్వయంచాలకంగా ఉండదని, జాదవ్ 2003 నుండి "అసలు భారతీయ పాస్‌పోర్ట్‌తో నకిలీ పేరుతో" ప్రయాణిస్తున్నాడని వివరించాడు

కులభూషణ్ జాదవ్ కుటుంబం, అతని గురించి తెలిసిన వారు జాదవ్ భారత నావికాదళాన్ని విడిచిపెట్టి , సొంతంగా వ్యాపారం ప్రారంభించారని తమకు ఎప్పటికీ తెలియదని పేర్కొన్నారు.[38]
