Derived from a digital capture or scan (creator of this digital version is irrelevant as the copyright in all equivalent images is still held by the same party). Claimed as fair use regardless.

1. To illustrate the seal of the city, arguably one of the most important images pertaining to the subject.
2. The image is used for identification and/or critical commentary purposes.
3. The use is purely for non-profit reasons, and to inform people.
4. It is a low resolution and/or poor quality version of the city's seal, making it unusable for reproduction.
5. The seal is freely available online; its appearance on Wikipedia does not make it more freely available.

Not replaceable; logos are always presumed non-free per WP:LOGO. Any substitute that is not a derivative work would fail to convey the meaning intended, would tarnish or misrepresent its image, or would fail its purpose of identification or commentary.

This image does not limit the copyright holder's ability to profit or market from the original source, nor will it dilute the importance or recognition of the logo in connection with its organization. The image enhances the article in which the logo appears as it provides an immediate relevance to the reader which text alone cannot satisfy.
