- Comment As an employee of a congressional papers archive, I can assure you that there's a very high chance that this was taken by a House of Representatives official photographer or by a House staff member, and either of those could only produce {{PD-Congress}} images. - Question due to the image's age. In 2004, did we permit images that didn't explicitly permit DWs? If so, this should be kept because we grandfather images that were acceptable when uploaded. Note that Stefan's not entirely accurate here: this is in a grey area that neither permits nor prohibits DWs. I agree that it's not sufficient under current standards, but it shouldn't entirely be treated like a CC-by-nd license that expressly prohibits DWs, and who knows but that we might have allowed this kind of permission in 2004. - The rules for old files are explained at Commons:COM:GOF and those rules are based on the history of some page on Commons. I don't know whether English Wikipedia uses the same rules as Commons. According to Commons, "Prior to 8 January 2006, it was only required that the file was properly licensed and attributed, with no specific statement of permission being required on the image page." However, in this case, the permission from the copyright holder is stated on the file information page, so I would assume that the permission is exactly as stated. Between 8 January and 15 March 2006, the uploaders were required to quote the permission e-mail on the file information page, which is essentially what the uploader has done here, although the file was uploaded earlier.
- According to Twinkle's documentation for WP:CSD#F3, {{db-f3}} doesn't apply to images uploaded prior to 19 May 2005, but this date isn't mentioned at WP:CSD#F3, so maybe it is obsolete information. On that date, User:Jimbo Wales sent this e-mail to a mailing list, stating that non-commercial and "by permission only" licences no longer are accepted, and this is probably why Twinkle mentions that date. According to that e-mail, we still don't want earlier files under those licences, so I would still assume that such files are deleted, although they might need a deletion discussion. Curiously, the e-mail doesn't mention nonderivative licences at all.
- The permission allows people to "copy" the image, which normally means unaltered copies only. The right to make derivative works normally has to be given explicitly. --Stefan2 (talk) 09:21, 16 October 2013 (UTC)

- Delete. Neither permission is sufficient, and I don't see how a proper fair use justification could be given, so the only way we can include this is if it be {{PD-ineligible}}. Some complicated images are PD-ineligible, e.g. {{PD-chem}} images, because they follow rigid patterns that prohibit originality. However, the six sub-images don't appear to me to follow such a rigid pattern, so they're likely copyrightable. On top of that, the creator exhibited some originality in arranging the images as he did, and what's more, the text under the images is clearly copyrightable. I had recieved
- This is not an "unfree" file this was created by the group member as part of a project to improve certain Wikipedia pages. This is produced by me, the editors and groups property.
- I would be more than happy to edit, confirm or provide evidence that this diagram is a collaborative effort of our group, as part of out group assignment. However you must tell me the steps in order to remedy this situation.
- I an new to Wikipedia and unfamiliar with copyright protection laws, you cannot expect me to read the article and understand it right away.

I believe DryMartini has uploaded this file and released it under a GFDL license in good faith. As he has stated (perhaps somewhat confusedly), this image was created as part of a university group assignment. He is one of the co-authors of the article and accompanying diagrams, and so should be free to release the file under the given license. WikiDan61ChatMe!ReadMe!! 11:30, 16 October 2013 (UTC)
