భారత దేశంలో 17 వ లోక్‌సభకు జరిగే ఎన్నికలే 2019 భారత సార్వత్రిక ఎన్నికలు. ఈ ఎన్నికల షెడ్యూలును భారత ఎన్నికల కమిషను 2019 మార్చి 10 న ప్రకటించింది. ఏడు దశల్లో జరిపే పోలింగు 2019 మే 19 వ తేదీతో ముగుస్తుంది. వోట్ల లెక్కింపు 2019 మే 23 వ తేదీన జరుగుతుంది. ఎన్నికల ప్రవర్తన నియమావళి తక్షణం అమల్లోకి వచ్చినట్లు ప్రధాన ఎన్నికల కమిషనరు సునీల్ అరోరా తెలిపాడు.

బీహారు, ఉత్తర్ ప్రదేశ్, పశ్చిమ బెంగాల్ - ఈ మూడు రాష్ట్రాల్లో పోలింగు అన్ని దశల్లోనూ జరిగింది. జమ్మూ కాశ్మీరులో పోలింగు 5 దశల్లో జరిగింది. నాలుగు రాష్ట్రాల్లో 4 దశల్లోను, రెండు రాష్ట్రాల్లో మూడు దశల్లోను, నాలుగు రాష్ట్రాల్లో 2 దశల్లోనూ వోటింగు జరిగింది. మిగతా రాష్ట్రాల్లో ఒకే దశలోనే వోటింగు పూర్తయ్యింది.

ఆంధ్ర ప్రదేశ్, ఒడిషా, అరుణాచల్ ప్రదేశ్, సిక్కిం రాష్ట్రాల శాసనసభల కాలం ముగుస్తున్నందున వాటి ఎన్నికలు కూడా సార్వత్రిక ఎన్నికలతో పాటు జరిగాయి.

ఎన్నికల షెడ్యూలు

మార్చి 10 న ప్రధాన ఎన్నికల కమిషనరు సునీల్ అరోరా ప్రకటించిన ఎన్నికల షెడ్యూలు కింది విధంగా ఉంది.[1] ఎన్నికల ప్రవర్తన నియమావళి తక్షణమే అమల్లోకి వచ్చినట్లు అయన తెలిపాడు.[2]

భారతీయ జనతా పార్టీ నాయకత్వంలోని జాతీయ ప్రజాస్వామ్య కూటమి ఎన్నికలలో స్పష్టమైన ఆధిక్యతతో గెలిచింది. భాజాపా ఏకపక్షంగా లోకసభలో 303 స్థానాలు ఊహించినదానికంటే ఎక్కువగా గెలిచి,భాగస్వామ్య పక్షాలతో కూడిన ఎన్డిఎ 353 స్థానాలు గెలిచింది. [3] గెలవటానికి కారణాలుగా నరేంద్ర మోడీ వ్యక్తిగత ఆదరణ, బిజేపీ ప్రోద్బలంతో ఎక్కువశాతం పోలింగ్ జరగడం, ఫుల్వామా దాడి తదుపరి ఉవ్వెత్తున వీచిన జాతీయతావాదం, సామాజిక సంక్షేమాల పధకాల సమర్ధవంతంగా నిర్వహించడం లాంటివి. సార్వత్రిక ఎన్నికలతో పాటు ఆంధ్ర ప్రదేశ్, ఒడిషా, అరుణాచల్ ప్రదేశ్, సిక్కిం రాష్ట్రాల శాసనసభలకు ఎన్నికలు, దేశవ్యాప్తంగా 34 శాసనసభల స్థానాలకు ఉప ఎన్నికలూ జరగనున్నాయి.

ఇతర విశేషాలు

ఈ సార్వత్రిక ఎన్నికల్లో కొన్ని ప్రత్యేకతలున్నాయి. అవి:

  • జమ్మూ కాశ్మీరు లోని అనంతనాగ్ నియోజకవర్గంలో పోలింగు మూడు విడతల్లో - మూడు, నాలుగు, దశల్లో - జరుగుతుంది. ఒకే నియోజకవర్గంలో ఇన్ని విడతల్లో పోలింగు జరగడం ఇదే తొలిసారి.[8] ఈ నియోజకవర్గంలో మూడు దశల్లో పోలింగ్‌ జరగనుందంటే అక్కడ ఎంతటి సమస్యాత్మక పరిస్థితులు నెలకొన్నాయో అర్ధం చేసుకోవచ్చని ప్రధన ఎన్నికల కమిషనరు అన్నాడు.
  • ఉత్తర ప్రదేశ్, బీహార్, పశ్చిమ బెంగాల్ రాష్ట్రాల్లో మొత్తం 7 దశల్లోనూ పోలింగు జరుగుతుంది. ఒకే రాష్ట్రంలో ఇన్ని దశల్లో పోలింగు జరగడం ఇదే ప్రథమం.
  • సార్వత్రిక ఎన్నికల్లో ఎలక్ట్రానిక్ వోటింగు యంత్రంతో పాటు వీవీప్యాట్‌లు కూడా ఉపయోగించడం ఇదే తొలిసారి.
  • వోటింగు యంత్రంపై పార్టీ గుర్తు, అభ్యర్థి పేరుతో పాటు, 2019 ఎన్నికల్లో అభ్యర్థి ఫోటో కూడా ముద్రిస్తారు. ఒకేపేరుతో వేరువేరు పార్టీలనుంచి అభ్యర్థులుంటే ఓటర్లు తికమక పడకుండా ఉండేందుకు వీలుగా ఈ ఏర్పాటు చేసారు.
  • నిజామాబాద్ లోక సభ నియోజకవర్గానికి దేశంలోనే రికార్డు స్థాయిలో 185 మంది పోటీ చేస్తుండండంతో ఆధునీకరించిన ఎమ్-3 ఎలెక్ట్రానిక్ వోటింగ్ యంత్రాన్ని వాడబోతున్నారు.[9]
